Nevertheless, the fact that he publicly announced his decision to meet Trump to the press, carries great weightage.

President Trump refuses to concede

He referred to him as a ‘lightweight’ for interrupting or speaking over the president. Meanwhile, that very same reporter asked the President whether or not he would concede.
Hence, on that note, the president gave out a few hints about his decision. At no point in time did he use the term concede. However, he did mention how he was willing to leave the White House if the electoral college voted for Biden.
Formal transition is all set to begin
Recent reports coming in confirmed how the formal transition process is all set to kick start very soon. And that includes freeing up plenty of Federal resources as well as services in making the process easy.
While Trump announced that he signed off on that very move, he later confirmed how he would not concede. On the other hand, reports confirmed how Trump approved Joe Biden’s receiving of intelligence reports. And that was a major breakthrough sign towards allowing the change process to move ahead.
